pageserver: remove unused load/ignore APIs (#8122)

## Problem

These APIs have be unused for some time. They were superseded by
/location_conf: the equivalent of ignoring a tenant is now to put it in
secondary mode.

## Summary of changes

- Remove APIs
- Remove tests & helpers that used them
- Remove error variants that are no longer needed.
