Fix error message for listen_pg_addr_tenant_only binding (#4787)

## Problem

Wrong use of `conf.listen_pg_addr` in `error!()`.

## Summary of changes

Use `listen_pg_addr_tenant_only` instead of `conf.listen_pg_addr`.
