CI: run compatibility tests on Postgres 17 (#9145)

## Problem

The latest storage release has generated artifacts for Postgres 17,
so we can enable compatibility tests this version

## Summary of changes
- Unskip `test_backward_compatibility` / `test_forward_compatibility` on
