test_runner: add amcheck to test_compatibility (#4772)

Run `pg_amcheck` in forward and backward compatibility tests to catch
some data corruption.

## Summary of changes
- Add amcheck compiling to Makefile
- Add `pg_amcheck` to test_compatibility
