compute-image: add a patch for onnxruntime (#12274)

## Problem

The checksum for eigen (a dependency for onnxruntime) has changed which
breaks compute image build.

## Summary of changes
- Add a patch for onnxruntime which backports changes from
f57db79743
(we keep the current version)
