Update tokio-epoll-uring for linux-raw-sys (#7918)

Updates the `tokio-epoll-uring` dependency.

There is [only one change](342ddd197a...08ccfa94ff),
the adoption of linux-raw-sys for `statx` instead of using libc.

Part of #7889.
