pageserver: downgrade 'connection reset' WAL errors (#6181)

This squashes a particularly noisy warn-level log that occurs when
safekeepers are restarted.

Unfortunately the error type from `tonic` doesn't provide a neat way of
matching this, so we use a string comparison
