Nightly Benchmarks: use new prefetch settings (#3000)

Browse Source 
- Replace `seqscan_prefetch_buffers` with `effective_io_concurrency` and
`maintenance_io_concurrency` for `clickbench-compare` job (see
https://github.com/neondatabase/neon/pull/2876)
- Get the database name in a runtime (it can be `main` or `neondb` or
something else)
