Alexander Bayandin 3a19da1066 build(deps): bump rustix from 0.37.19 to 0.37.25 (#5596 )

## Problem

@dependabot has bumped `rustix` 0.36 version to the latest in
https://github.com/neondatabase/neon/pull/5591, but didn't bump 0.37.

Also, update all Rust dependencies for
`test_runner/pg_clients/rust/tokio-postgres`.

To run a single test locally:

export BENCHMARK_CONNSTR=postgres://user:pass@ep-abc-xyz-123.us-east-2.aws.neon.build/neondb

# will filter only tests with "serverless" in the name
./scripts/pytest -m remote_cluster -k serverless
