perf(v8): use pointer-compressed PartitionAlloc where available
...
Use pointer-compressed rusty_v8 archives and their bundled PartitionAlloc shim on Linux x86_64 GNU and macOS. Preserve the existing jemalloc or system allocator on unsupported targets, and remove the custom archive-mutation workaround.

Replace each owner-ready source's general two-channel OwnerTaskSource plus separate readiness and signal allocations with one shared incoming queue/state and one owner-local accepted queue.\n\nPreserve close errors, route identity, FIFO batch admission, edge-triggered wakeups, and drop payloads outside the shared lock. The general OwnerTaskSource remains available for parser-boundary users that need its distinct semantics.

Represent the published default page as a target-catalog placeholder with an explicit lifecycle. Materialize it only when an operation needs a live page owner; activate and close the placeholder directly, and create new targets without first constructing the default page.\n\nMake NavigationEngine initialization explicit so read-looking access cannot silently allocate the deferred runtime.
