chore(release): 准备 v0.18.3（CHANGELOG 双语条目 + 版本号）

- CHANGELOG.md 新增 v0.18.3 中英双语条目（v0.18.2 之后的改动：Windows 控制台闪窗修复）
- main/Cargo.toml 与 Cargo.lock 版本号 bump 到 0.18.3

合入 main 后按 .github/RELEASE.md 在 main 上执行 script/release-tag.sh v0.18.3 触发 Release。

验证：
- python3 script/changelog.py upsert + validate --tag v0.18.3 — Validated changelog entry: v0.18.3
- python3 script/changelog.py extract --tag v0.18.3 — 中英双语段落、CNB 镜像行与 Full Changelog 行齐全
- cargo metadata --format-version 1 --locked --offline — exit 0（Cargo.lock 已同步到 0.18.3）
