fix(dev): rewrite src/bindings.ts only when the bindings change (#1404)

Debug launches (also second instances that only hand over a path) exported the bindings and rewrote an unchanged src/bindings.ts, which made Vite reload the running app's windows. The bindings now go to a temporary file first and the source file is replaced only when it differs.
