hengfeiyang 7492d184e6 refactor(search): rename the skip_index proto field to use_index 
Use one name for the flag on the request and on the wire. An old leader does
not send the field, so new followers skip the index until the leader is
upgraded; results stay the same.

hengfeiyang 4df04e05ca refactor(search): remove the NO_INDEX SQL hint 
The hint added SQL parsing and a second source for the skip decision. Keep
only the use_index request field for now; a hint can be discussed separately.

hengfeiyang 99ffe02b7b refactor(search): simplify LIKE pushdown and add an env switch 
Add ZO_INVERTED_INDEX_LIKE_OPTIMIZER_ENABLED (default on) so LIKE can fall
back to a scan if the index costs more than it saves. FTS LIKE keeps its
filter, so it cannot use the index's early return for LIMIT queries.

Simplify what the earlier fix rounds left behind:
- Condition::Like turns into a literal true in the table provider filter,
  since the plan's own filter decides the rows. This removes
  without_required_filters and the unreachable physical LIKE.
- Resolve the NO_INDEX hint and use_index once in search_service::search,
  and drop Sql::use_index and the request rewrite in the remote scan rule.
- Reject superset conditions under NOT through requires_filter instead of
  passing a negated flag down the validity check.

hengfeiyang 6f03abc245 fix(search): address LIKE pushdown and NO_INDEX review findings 
- Skip the `_all` lookup for a LIKE on an FTS field added after the query start, since older files have none of its terms.
- Read the NO_INDEX hint before track_total_hits wraps DISTINCT and UNION.
- Pass use_index through the simple multi-stream request format.
- Fall back to BASE_TIME instead of the stream's created_at when a field has no index update time.
