fix(model-pricing): keep saved tier rules as rules when another rule is edited
...
A saved rule keyed like a usage field (keys ["input"]) was moved into the tier
condition or renamed to usage.input on any edit, which blocked the save. Only a
newly added usage threshold may now take the free condition slot.

Older UIs drop these filters on load and then block the panel save, so they
follow the extended operators setting. Saved ones still load and compile.

It writes case_insensitive, which older servers drop, so it is gated with the
other new operators. Saved contains (ignore case) chips still load and keep it.

Older servers ignore case_insensitive, so a contains (ignore case) rule saved
with the setting off silently turns case-sensitive after a rollback. Saves now
reject a new case_insensitive leaf unless the stored copy already has one.

fix(ui): Auto Run does not wait on the filter builder's resting picker
...
The builder reopens its field list after each condition, and live preview held
any open listbox for up to 5 s, so a PromQL label pick ran the chart about 5 s
late instead of right away as on main. The resting list is now marked and not
waited on; a list mid-edit still is.

...
The resting caret's minimum width and the 20rem floor on nested lines made a
flat or one-level tree wider than a workflow or pipeline drawer, and focusing
the caret scrolled the Where label and AND/OR toggles out of view. A press no
longer scrolls the pressed chip away from under the pointer either.

ODialog's focus repair saw the chip's portaled search box as focus lost from
the body and moved it back to the caret, so typing in a workflow node's value
list went nowhere.

The filter builder is now the default query input. Specs on the plain
fixture (pagination and others) type SQL into the editor, as the
enhanced fixture already arranges.

test(e2e): drive profiles label filters through the filter builder
...
The profiles page now uses the shared FilterBuilder, so the old
add-filter menu, tag selects and profiles-filter-chip ids are gone. One
filter per label is kept by taking the used label out of the picker, so
that spec now edits the chip instead of adding a second value.

test(api): assert the widened profiles filter ops

The profiles API now accepts !=, <>, =~, !~, in and not_in, so != is no
longer a 400. Check that each op narrows the reference data and that an
unknown op or a bad regex is still rejected.
