Ankur Srivastava 8f2d79c211 feat: promql date/time functions default value (#1170) 
The date/time-like functions also accept a default param of type
`vector(time())` in case no param is passed to them. This is implemented
in this PR.

Can be tested using something like following:
```
day_of_month()
```
or
```
day_of_month(any-vector-type-metric)
```

In the previous vector-scalar ops implementation we haven't considered
the situations like the following
```
time() - data_bytes
```
where lhs can be scalar and rhs can be a vector, this PR fixes that.
