Abhay Padamaniandktx-akshay 49502028b3 impr: builder tab improvements (#11586)
- #11565

Design At:
https://github.com/openobserve/designs/tree/main/dashboards/builder-tab-impr

- Implemented parseWhereClauseToFilter to convert raw WHERE clause text
into a structured filter format.
- Added extractWhereClause to retrieve the WHERE clause from a full SQL
query.
- Enhanced unit tests for both functions to cover various scenarios
including empty inputs, valid conditions, and error handling.
