fix(test): complete the BrowserWorkspace fixture in the ported palette test

The fixture came over from #8966 as a bare { id }, which vitest accepts but
tsconfig.tc.web (the config CI typechecks tests with) rejects: BrowserWorkspace
has gained required fields since that PR was opened.
