fix(rate-limits): localize the owner-usage status messages

The three strings the usage owner surfaces — unsupported host, unreachable
host, lost contact — reach the Accounts pane and the usage popover, so they
belong in the catalog like every other renderer string. Caught by
verify:localization-coverage.
