* fix(agents): new-agent shortcut and direct launches ask the workspace's own host for its agents (#29599)

* fix(agents): probe a paired server's new workspace, not the server's default context

* fix(agents): drop a pending shortcut launch when the workspace's host changed

* refactor(agents): compare the shortcut's detection target through the shared inventory

* fix(agents): keep the disabled-agent preflight and recheck the host before explain launches

* fix(agents): a delayed shortcut launch opens in the pane it was pressed in

* fix(agents): pick the delayed default agent with the settings current when the host answers
