fix(ci): restore main's typecheck and lint after #25751 and #24369 (#25949)

A test still called isStructuredAgentSessionThinking with a bare array after
#25751 changed it to take { items }, and #24369 left the session host one line
over its max-lines budget. Both fail CI on every PR.
