Fix test failures: add shouldRunSetupForCreate mock, skip unimplemented inline-restore tests

- Add shouldRunSetupForCreate, getEffectiveSetupRunPolicy, hasHooksFile
to hooks mock so runtime can call them after setupDecision refactor
- Mock shouldRunSetupForCreate to return true only for 'run' decision,
  matching the real implementation's behavior
- Skip two mobile-subscribe-integration tests that test inline-restore
  on re-subscribe (not yet implemented)
