test(native-chat): name quick create as the one remaining verdict adopter

The census asserted zero adopters, but quick create still re-enters with a
persisted verdict after worktree creation and on recovery. That two-phase
re-entry goes away with the verdict types, not with this migration, so the
list should name it rather than claim it is gone.
