ci(e2e): build the relay the SSH specs deploy

Every SSH e2e spec deploys the client's own relay build to the host, but the e2e
build job only ran electron-vite, so out/relay never existed and ssh:connect died
at "Orca's local relay build is missing its version marker". The lane only reaches
those specs when a change selects them, which is why it stayed green until a relay
change did.

All seven specs the detector selected here pass locally against the dockerized SSH
host with the relay built.

# Why: building here avoids parallel builds inside Playwright globalSetup;
# paired-browser specs also need the standalone web bundle.
# Why build:relay: every SSH spec deploys the client's own relay build to the host, and
# without out/relay the connect fails at "local relay build is missing its version
# marker" — reaching those specs only when a change selects them.
