fix(wsl): scanner follow-ups: confirmed homes for transcript lookups, delete as user act, localized carryover notice (#35810)

OpenCode/ZCode transcript database lookups read inside the WSL homes
they get, so they take only confirmed homes. A WSL session delete runs
as a user act on its distro, so background readers stop trusting an
older stopped read. The carryover notice gets a stable code and
catalog copy in every locale.
