feat(connector): Slack edge: signed ingress, owner-only routing, thread starts, post queue and agent replies (#33779)

Adds the Slack side of the Orca Cloud connector: verified Slack event ingress, owner-only routing, thread starts held in the shared inbox, a post queue for replies and status, and agent replies into the thread. Off unless the connector is configured with Slack secrets; no production deployment.
