Keep open browser webviews mounted while hidden so switching tabs preserves in-page state. Remove the parked-webview lifecycle for open tabs and keep the automation session hardening from the original PR.
* Restore PR review/merge-queue signals in right sidebar
The right-sidebar PR panel stopped surfacing "Approval required" and
"Merge when ready" because gitHubPRToChecksPanelReview dropped
reviewDecision, mergeQueueRequired, mergeStateStatus, and
autoMergeEnabled when converting PRInfo to the panel's review object.
HostedReviewActions then fed those undefined values into the merge-state
presenter, overriding the otherwise-correct PRInfo spread.
PR #2856 originally passed the full PRInfo straight to the presenter, so
the labels worked. PR #4001 (GitLab review parity) re-sourced those four
fields from the provider-neutral review object, which never carried them
— silently regressing the GitHub path.
Extract the converter + ChecksPanelReview type into a dedicated, tested
module and propagate the four fields. Since the converter is now the
single shared chokepoint, this also keeps non-GitHub providers correct.
