JinjingandOrca 644afcc9ff fix(ci-panel): use collapsed composer as empty comments state (#4369) 
The empty PR comments list now shows a single 'Start conversation...' affordance
instead of competing 'No comments yet' copy. The footer shortcut hint moved into
a tooltip so the composer reads as a clean text field.
