Jinjing 6455b0af25 Move PR comment action into the comments header (#4458) 
- Replace the collapsed composer row with a compact plus action in the
  comments header, opening the composer only when requested.
- Hide clean branch compare summaries and remove the inactive view-mode
  toggle from compare toolbar actions.

Conflict resolution notes:
- Deleted SidebarHeader.test.tsx (introduced by #4426; subsequent edits
  from #2734 are dropped along with the test file).
- Restored SidebarHeader.tsx to its pre-#4426 state. The contextual-tour
  anchor data-contextual-tour-target="workspace-create-control" added by
  #2734 no longer has a host element; the workspace-creation tour will
  need to be re-anchored separately.

Neil df9a254393 Heal stale generated Orca CLI launchers 
Detect generated Orca Unix launcher files as stale CLI registrations and replace them during install, while keeping arbitrary regular files protected as conflicts. This removes the stale /usr/local/bin/orca blocker found during memory profiling.
