Neil 7933ae4c9d fix(codex): reconcile marketplace and plugin tables through the config mirror ...

Scalar promotion omitted marketplace/plugin tables and the mirror rebuilt
ordinary config from canonical, so managed-account registrations and refreshed
provider metadata were both lost.
