OrcaWinandOrcaWin 1df26abf60 ci(adhoc): package Mac architectures on 6-vCPU runners (#34673) ...

Each 12-vCPU arch job spends ~3 of its ~7 minutes waiting on Apple's
notary service; packaging itself runs at the same speed as the hourly
build's 6-vCPU runner. Halve the per-minute rate.
