Neil 79a63f3d9d fix(orcad): bundle jsonc-parser's ESM build into the shipped CLI (#33700) 
The headless CLI bundle resolved jsonc-parser to its UMD build, whose
relative requires fail beside the single-file bundle, so
`orca agent hooks status|on|off` crashed with "Cannot find module
'./impl/format'". Every orcad bundle now shares one plugin list, and the
build refuses any bundled UMD module.
