Jinwoo-H 06a609c487 Merge origin/main into orchestration-v3 ...

Resolves the format.ts split both sides made independently: main's
cli-error.ts name wins, carrying this branch's worktree-selector
recovery and exported CliErrorContext. command-suggestion keeps main's
length prefilter and this branch's --from/--terminal synonym. The
emptied-workspace reseed test keeps both sides' cases.
