A Codex review of #19347 found two mutants the new tests did not kill. Restoring settlement's hardcoded `ready`/`start_unknown` precondition left all ten lifecycle tests green: every old-database case reported success, which the graph guard rejects before the transition runs. The graph does accept stopping -> failed, so a failed report on that same persisted triple must settle; under the hardcoded precondition it throws and wedges the relay batch again. Restoring the unconditional `exited` on the pre-adoption omission branch left the certification suite green: it covered the initial and final listings but not the re-list inside the adoption mutation, which is exactly where a relay restart drops ids whose shells are still running. Also narrows the state-space test's own claim. It adds the missing `taskUpdate:pending` operation and replaces the "state-space proof" wording with what the search actually enumerates: one federated dispatch, settlement called directly rather than through its two batch callers, a memo key of three statuses, and a depth-five cutoff it does not re-derive.
