Blue DaydreamingandNeil 59843d8ad3 fix(scripts): keep changed-line checks scoped to exact filenames (#34786) ...

Pass --literal-pathspecs to the per-file diff in collectAddedLineRanges so
filenames containing glob characters (e.g. `[ab].tsx`) match only
themselves instead of also pulling in other files' hunks (e.g. `a.tsx`).
Covers both edits and renames with real-Git regression tests.

Fixes #34784
