- zig recently updated its musl version, stable rustc with that new musl
  is not released yet
- zig may eliminate LLVM in the future, ziglang/zig#16270

zonyitoo d45c19fafd fix(shadowsocks): revert #1195 
`CLIENT` still keep the connection alive even `LOCAL` have already sent
`FIN` to it.

As a correct implementation of PROXY, we should not close the connection
if `CLIENT` didn't close it.

zonyitoo 9e7ef95389 fix(shadowsocks): copy_encrypted_bidirectional set timeout when EOF 
fix #1195

Set timeout on the other copy direction when the current one ends with
EOF to forcibly close the idling copy process when the timeout reaches.
Which should hopefully prevents connections stay in CLOSE-WAIT state
forever.
