test: raise the perf budget for opening a message to the conversation it now loads, and for the rows that fit on screen
...
Opening a message now fetches its conversation (Thread/get) and shows it in the reading pane, adds the address menus to each address, and shows a loading placeholder while a first message waits for its conversation. Shorter list rows put three more rows on screen, so searching and switching folders draw more rows, and the first-start notices sit above the list. Measured against a build of 5a020cf2f

fix: draw an opened message with its conversation once, and open a message link with its conversation instead of alone first
...
The conversation effect threw away the conversation the open had just put on screen and fetched it again, which drew the whole mail view once more per opened message. A message link showed the message alone, then a placeholder for the conversation, then the message again, moving the body down. The routing test now expects the link's fetch to leave opening to the mail view, which opens the message with its conversation.
