fix(ai-chat): run the flow chat's sidebar divider to the bottom of the panel

Browse Source 
The bottom padding sat on the flex row holding both the sidebar and the chat,
so the row's content box ended above the panel and the sidebar's right border
stopped with it. Only the chat needs that padding.
