Ruben Fiszel c37a13210c feat: move pipeline partition resolution to ee-private (free-CE) ...

Partition resolution becomes a private module (partition_ee in windmill-ee-private, hidden from the public repo) with an OSS no-op fallback (partition_oss); call sites resolve via the aliased windmill_common::partition. Not enterprise-gated — free to run in CE. Bumps ee-repo-ref to the ee branch carrying partition_ee. Verified building in default, private, and private,enterprise (offline).
