1078983993 fix: pass storage_options in LanceNamespaceDatabase::create_table
When creating tables via LanceNamespaceDatabase, the storage_options
(e.g., S3 endpoint, credentials) stored on the database were not being
passed to the underlying NativeTable::create_from_namespace call.

This caused issues when using federated namespace databases with custom
storage configurations (e.g., minio instead of AWS S3) - the table
creation would fail because it tried to use default AWS endpoints.

The fix injects self.storage_options into the write params before
calling create_from_namespace, ensuring the correct storage
configuration is used.

f979a902ad ci(rust): fix MSRV check (#2940)
Realized our MSRV check was inert because `rust-toolchain.toml` was
overriding the Rust version. We set the `RUSTUP_TOOLCHAIN` environment
variable, which overrides that.

Also needed to update to MSRV 1.88 (due to dependencies like Lance and
DataFusion) and fix some clippy warnings.
