chore: update lance dependency to v8.0.0-beta.19 (#3555 )

Updates LanceDB's Lance dependencies from v8.0.0-beta.17 to v8.0.0-beta.19. This includes the Rust workspace Lance crates, Cargo.lock refresh, and Java lance-core version bump. Triggering Lance tag: https://github.com/lance-format/lance/releases/tag/v8.0.0-beta.19
