Silence a few compiler warnings

I saw these from the build of the compute docker image in the CI
(compute-node-image-v15):

Harmless warnings, but let's be tidy.

In the passing, I added some "extern" to a few function declarations
that were missing them, and marked WalProposerSync as "static". Those
changes are also purely cosmetic.
