fixup(direct IO): PR #11864 broke test suite parametrization (#11887)

committed yesterday rendered the `PAGESERVER_VIRTUAL_FILE_IO_MODE`
env-var-based parametrization ineffective.

As a consequence, the tests and benchmarks in `test_runner/` were using
the binary built-in-default, i.e., `buffered`.
