Fold smart scheduling settings into migration 0019 while preserving all released migrations through 0018. Update the checksum manifest and upgrade test.
Development databases that applied the previous 0019 or 0020 cannot upgrade in place because the migration history differs.

Make smart scheduling coefficients configurable and expose optional
higher-weight switchback while preserving the original defaults.
Reuse current quota reset signals, process-local queues, and frozen request
settings while preserving continuation ownership and queue fairness.

Reuse secure UUID generation for plugin frame channels and sessions on HTTP.
Consolidate utility modules and shorten the plugin views store name.
Declare route roles and default entries in metadata instead of guard mappings.
Keep source integration build output under node_modules/.vite.
Validated frontend lint, production and source builds, browser plugin flows,
and 20 route guard scenarios with simulated sessions and plugin resources.

Use a shared 180-second timeout for management route HTTP calls and the page bridge while keeping the backend RPC limit at 120 seconds. Fix the existing Vue attribute-order lint warning.

Preserve OpenAI catalog account sources in runtime snapshots and apply
frozen account scope and model policies when publishing model metadata.
Keep discovery catalogs separate from inference authorization and cover
mixed policies, aliases, group changes, and catalog generation updates.

Namespace repository skills with the cpr prefix and clarify automatic task routing. Require UI screenshots and AI model disclosure in pull requests, preserve existing page designs, and strengthen backend self-review.

Reuse official daily release checks for complete TUI and Exec identities
without third-party catalogs. Keep settings and key overrides on a compact
preset and version-policy editor, with matching previews and loading states.
Prefill custom versions with the current user agent. Compare settings by

Release transaction locks before rejecting stale proxy test results,
with a regression covering an immediate edit during connection cleanup.

Keep Grok request markers, header filtering, and exact instruction-prefix handling in the downstream adapter. Apply the body adaptation only after selecting a Codex OAuth account and only when an observed Grok marker is present. Preserve unmarked and API-key client fields.

Publish committed account and permission facts with the current model catalog while the extension set is unchanged. Preempt in-flight background catalog reconciliation for a new configuration commit; periodic reconciliation refreshes the catalog afterward. Confirm account saves before asynchronously reloading lists and groups.

Treat upstream WebSocket close 1009 as a request-scoped message-too-big error.
Return a structured HTTP 413 or WebSocket error without penalizing the account,
opening the provider circuit, or consuming the session WebSocket failure budget.
Keep the post-send state ambiguous so the gateway never replays the payload.
Cover repeated 1009 closes and the next successful WebSocket request.

Introduce SDK 0.4, manifest v3, protocol v4, the isolated plugin runtime,
and cpr-plugin packaging CLI for independently maintained plugins.
Support installation, permissions, one active configuration per plugin,
version-specific settings, rollback, management pages, and CLI extensions.
Isolate plugin failures so native gateway startup and requests remain available.
Keep provider registration and UI choices fixed to built-in OpenAI and xAI.
Support nine extension capabilities with permission-scoped model and account
callbacks to the host.
Unify plugin settings and version management, support plugin icons,
and improve narrow layouts. Use the fixed GitHub UI dependency and pnpm 12
for standalone frontend and container builds. Reduce runtime test packaging
cost and align preparation modules with the repository layout.

Same-account requests preserved opaque x-codex-turn-metadata headers after
account scoping, allowing the downstream installation ID to overwrite the
rebuilt header. Apply the existing turn metadata scoping to each opaque
value before serialization, retaining repeated values and extension fields.
Verify HTTP and WebSocket header/body identity consistency for same-account
and cross-account requests, including mixed-case repeated metadata headers.
