Neil 2d1ec53533 refactor(ssh): fence the legacy relay in ssh/legacy-relay/ and drop the relay name from live deploy primitives (#30292) ...

Moves legacy-relay-bridge/ plus the relay-only census and endpoint files into ssh/legacy-relay/,
so the 2027-01-15 retirement deletes one folder. Live install, exec and framing modules that only
carried the relay name become remote-*. git mv plus import, path-literal, routing and workflow
path-filter rewrites only; no remote file name or path changes.
