Temporarily waive RUSTSEC-2026-0285 until 2026-09-21 UTC to preserve the pinned Codex TLS fingerprint. Keep all other audit failures blocking.
Validated cargo audit and waiver expiry behavior.

Align HTTP and WebSocket TLS dependencies with the locally installed official Codex 0.154.0 client, preserve the hyper-util SOCKS IPv6 fix, and lock captured ClientHello behavior in tests.

Preserve confirmed upstream error details and correlate responses with existing request IDs without schema changes.
Harden diagnostic sanitization and export allowlisted feedback bundles.
Refresh usage and error queries with consistent filters and pagination snapshots.
Add protocol and privacy regressions and document troubleshooting boundaries.
Validated 2064 backend tests with dedicated PostgreSQL and Redis, strict Clippy, Rustfmt, frontend lint and build, and real OpenAI HTTP/WebSocket success and failure paths with 81 UI assertions.

Define shared contribution and review standards, add a YAML Issue Form,
and guard AGENTS.md changes using PR metadata.
Move project skills into .agents/skills and add PR, Issue, and release
workflows with consistent names and scoped triggers. Keep generic
engineering guidance in the personal skill directory.

Require committed, non-empty notes matching the target release version before
creating a tag. Read notes from the tagged source and place them before the
installation guide and generated release changelog.
Add the 3.3.31 feature summary and keep maintainer instructions in the release
script help and repository skill instead of the deployment README.
Validation: shell syntax and workflow lint passed. Nine isolated checks cover
local publication, stale or missing notes, and release-body rendering.

Share container verification between CI and release image jobs. Validate both native release architectures and publish manifests from the verified digests, eliminating the duplicate release source build.
Persist BuildKit Cargo cache mounts across CI runs, refresh release caches per commit, and generate SARIF and vulnerability gate results from one Trivy scan.
Validation: actionlint, composite action ShellCheck, embedded shell syntax, Trivy severity and malformed-report checks, and manifest digest validation passed locally. Full GitHub workflow timing remains to be measured.

Skip standalone CI for version-only release commits so they do not cancel the preceding source run. Reuse the container workflow in Release and require it before publishing.

Dispatch releases from the long-lived publishing branch so Cargo caches are shared across version tags. Store prebuilt image caches in per-architecture GHCR refs and include toolchain and workspace manifests in Cargo cache invalidation.

Collapse the completed response ID, service tier, and quota cooldown changes into the fresh-database baseline. Refresh the migration contract and state consistently that cross-major online upgrades are unsupported.

The Windows release shipped a zip that self-update cannot extract, so
remove the Windows platform, matrix leg, and its dead archive handling
rather than add zip support. Raise the compose stop grace period above the
serial drain plus worker-shutdown budget so Docker does not SIGKILL mid
shutdown. Record that the deployment is single-replica and why, since the
worker leader lease and self-update swap are per-replica.

Remove the release-asset build stages that nothing references. Strip the
+build semver metadata from the derived container tag, which is not a legal
tag character, while keeping the full version string where a tag is not
required.

Follow-up to 720eb0c2: the manifest was self-attested — editing a released
migration and regenerating its sha256 line in the same PR passed the
checksum and membership checks, and the next release then bricked every
deployment on the startup checksum mismatch the guard exists to prevent.
On pull requests, fetch the base commit and require every line in the base
manifest to survive verbatim, so a changed hash (edit) or a dropped line
(delete) fails CI; genuinely new migrations only add lines and still pass.

The release body ships on every future release, so a hardcoded "from
2.x" would be stale by 4.0. State the invariant instead: schema and
configuration are compatible within a major only, and self-update refuses
cross-major targets from 3.0 on.

The runtime cross-major gate only exists in 3.x binaries; a 2.x admin UI
happily offers the one-click update that produces a non-starting service.
State the clean break in the three places a 2.x operator actually sees
before upgrading: the top of every 3.x GitHub Release body, the README
operations section, and the deploy README upgrade section, each with the
fresh-deployment path (new .runtime/, re-import or re-authorize accounts
and client keys).

sqlx re-validates applied-migration checksums on every startup, so any byte
change to a released migration file locks existing deployments out of
starting with no automatic recovery. Record the released migrations in
backend/migrations/.frozen-sha256 and fail CI when a frozen file changes or
a new migration lands without being enrolled. Document the freeze rule and
the local test-database environment in backend/migrations/README.md. The
migration files themselves stay byte-identical: adding even a header
comment would trip the same startup validation this guard protects.
