ZyyandCodex 1424cea3a9 feat(proxies): add enablement and automatic account unbinding
Preserve proxy configuration and account bindings while disabled and route
subsequent account requests directly. Restore the proxy when enabled.

Automatically unbind accounts on deletion in one transaction. Add the
status column, action menu, and disable/delete confirmation messages.

ZyyandCodex db23560b0e feat(privacy): group normalization steps into generic rules
Execute each rule's steps in order with atomic rollback and migrate saved
single-action rules once to the canonical steps structure.

ZyyandCodex d700df8a4f fix(openai): separate transient retry exhaustion policies
Retry ordinary 503 server errors up to five times on the same account with capped backoff and positive jitter. Preserve upstream Retry-After and return the final error without rotating accounts; retain rotation for explicit capacity rejections.

response headers, duplicate compression, and SSE first-event delivery.
Document the admin response compression contract.

ZyyandCodex 65d5b32eba fix(openai): keep turn rate limits scoped to the request
Preserve upstream turn_rate_limit_exceeded errors and retry advice without
cooling the account or replaying the request inside the proxy.

ZyyandCodex 6c158447be fix: prevent cookie replay and improve Windows download fallback
Distinguish credential revision conflicts from account store failures and
persist response cookies once across streaming errors and WebSocket reuse.

fallback sizes through bounded HEAD requests, and correct Store size units.

* fix(accounts): preserve quota forecast totals on same-window reversals
